Vowles: ‘We Have a Two-Tier Championship’ — Williams Boss Sounds the Alarm on the Cost Cap

Formula 1’s cost cap was supposed to deliver three things: long-term financial sustainability, sporting equity, and a tighter field. According to Williams boss James Vowles, only one of those has actually happened — the other two have failed spectacularly. “We have a two-tier championship. That’s not me telling you that,” he said, not bothering to soften it.

The problem, Vowles argues, is structural: smaller teams are now sinking tens of millions into basic infrastructure and systems rather than actual car performance, widening the gap instead of closing it. The numbers back him up — the top four, Mercedes, Ferrari, McLaren and Red Bull, now hoover up 83% of championship points, up from 70% before the cap arrived in 2021.

For Williams itself, the abstraction turns into something painfully concrete. The team sits ninth with just 12 points this season, despite three podiums the year before — and the gap to fourth place has ballooned to a staggering 238 points. “The gap in points between us and P4… was 238 points. It’s an absolute gulf,” Vowles summed up, describing what sounds less like one championship than two separate sports running in parallel.
